My brother, SIL & her family go every summer. They rent a house with lots of kids, so I would think it would be great. Most of the kids are older now, but it's probably good for infants too.

It's a pretty good place for families.
On the Eastern Shore of Md/Deleware, Bethany beach is the most family-oriented.
It's usually..
Ocean City - EVERYTHING (party, college kids, families, so big it fits everyone). Probably best for families with older kids because there is lots to do.
Dewey Beach - Professional 30-something partiers
Bethany Beach- Families with small children
Rehoboth Beach- Gays and families
