Try the american association. This is how I found a rep breeder for corgis on Long island.

You can also try petfinder.com There are always Shih Tzus for adoption at the local shelters.

My DH just bought me a Shih Tzu for my birthday from a breeder in brooklyn. Im not sure if she has any puppies left but they are the cutest puppies (we got two) ever!!
