...it's perfectly legal to drive with no hands on the wheel so we can put our hair up in a ponytail?

I'm driving yesterday and glance in my rearview mirror and notice this chick in the lane next to me, a little bit back, has both hands up over her head while driving. At first I didn't know what the heck she was doing but as she got closer, I noticed she was putting her hair up in a ponytail- using BOTH hands...
I kept looking back in the rearview because she was making me nervous and as I come to a stop at a light, she starts coming into my lane- as if to stop behind me. I am thinking - HOW THE HECK IS SHE STEERING THIS CAR?
I'm getting nervous now because I thought she was just veering into my lane since she wasn't holding the wheel.
But no, she comes right into my lane and stops behind me.
I guess she was steering with her thighs....

It's just scary. Very scary what goes on in cars above and behind talking and texting while driving.
