I live in an apartment complex for the past 4 years. I just moved from our original 1 br apt into a 2 br apt. Both apartments have full carpeting.
When we moved out of the 1br, there was carpet damage. The carpet had been in place with the tenant prior to us. We were told that the carpet has a 10 year life expectancy and that if the carpet is due to be changed anyway, we would not be charged for the damage. In the new apartment, the prior tenant was evicted and had trashed the apartment and carpet. New carpet was put in place and we were told it has a 10 year life span. So here, it is every ten years, but if you are in the apartment, you would need to ask to have the carpet replaced at the 10 year mark.
Painting is every 4 years, but you also need to ask for that as well. They don't charge for it and you are entitled to it, just need to ask. If you don't want it done, they won't do it.

Our complex requires that 2nd floor apartments be carpeted, but it is the tenant's responsibility to have it done.
