Stainless stoves-cleaning
I have these rust spots and I can't get them off..i don't know how it happened either.
can anyone offer any advice?

I don't know if this would help rust, but somebody gave me a great tip in regards to keeping fingerprints off stainless.
Apply a VERY thin coat of WD40 to a microfiber or terry cloth rag, and carefully rub onto your stainless appliance that has fingerprints.
For me the fingerprints came right off and the WD40 leaves an invisible residue that actually helps keeping future fingerprints off.
I couldn't believe this until I actually tried it. A PC Richards tech told me this.

Blu-ize for the rust/black spots, I spray Fantastic directly on the spot and let it sit a few minutes. Then I lightly scrub the spot with the rough side of a sponge. Usually works for me!!! Good luck!

I was ready to replace the top..but that's $300 plus labor. Do you think I should call the manufacturer..could that be a warranty item? Stainless rusting?

It might be covered by warranty. You should check.
We use Cerama Bryte Stainless Steel Brightener. It takes off everything so far - even heat discolorations. And like the WD-40, it leaves a coating on top to make cleaning easier. It comes in a little white bottle about 2 oz.
