Not unless you the item is clearly not what you ordered. Otherwise, your payment with PayPal is a contract and you can't back out. You may want to email the seller and try to work something out with them, but they really don't have to.

You can't stop a paypal payment. The only thing you can do is file a dispute with paypal explaining why you need to do this. But don't expect a lot to come out of this.

I did because someone used my account illeagally- it was fraud and I never bought the item before.

They will be able to do this for reasons of fraud. But something like buyers remorse will not get you to stop a paypal payment.
