I got DS's rain boots at Stride Rite during a big sale, and in the past I have gotten his raincoat from Costco. I haven't seen them there yet this year, but am looking.

Try Sears for a raincoat. I bought the boys raincoats at target last year but that may have been in the spring. For boots definately check payless.
