You don't. It's Queens But seriously, unless its visible & exterior, like an addition & such.. I've never heard of anyone get a permit for finishing the basement in our neighborhood.

this is what I figured but I just got nervous bc I heard building department drive around and can give you a fine etc. My neighbors all seem cool but who knows if there is an old crank on the block who will make a call I would NOT be renting out but they don't know that...

My dad redid the 2nd floor apartment when I was going to be moving in. He did not get any permits and we redid the kitchen and bathroom entirely and he took down the wall separating my dining and living room. If you plan on putting up any walls you definitely need to get a permit and if you are adding plumbing and gas for a kitchen and/or bathroom you should get the permit...easier to get before than after its been completed.

I think it can get tricky. I would call the Dept of Buildings and have them confirm what you need to have permits for and what you don't.
I THINK as long as it is a remodel to the current layout of the basement you don't need permits - i.e. paint, new floor, walls etc.
If you start putting up walls that were not there or adding something like a half bath etc then you are talking permit land.
I believe it has a lot to do with fire codes - the FDNY will need to know about those rooms in case there is a fire down there. If the blue prints show no walls/rooms and there are - that's a big deal.
Again, I would just call the Dept of Buildings or 311. I wouldn't take advice from here. It can end up costing you more than you planned if the wrong advice is given/taken.
