teachers... who can tell me...
what is the difference between a 504 plan and i IEP. and does the child need to be in special ed to get an IEP?

An IEP is an Individualized Education Plan put in place for a student. Each public school child who receives special education and related services must have an Individualized Education Program (IEP). Each IEP must be designed for one student and must be a truly individualized document. Great site for info on 504

I believe a 504 just grants the child extra time on tests in a designated environment suitable for their needs.

a 504 plan enables a student to receive modifications or special accomodations with out an IEP. you asked if a student needs to be in special ed in order to get an IEP...if the student has an IEP then they are classified as a student with special needs. but that doesn't mean that they have to be placed in a special ed classroom, they may just receive services, such as speech, OT, resource room, etc. but still be placed within a mainstream classroom. hope that answers your question!
