Not really, if there are excessive absences for a ligit reason I think there needs to be a home schooling component.

It does not ALLOW for absences, but it can make accommodations for them. One of my students has an IEP and it states that if she is out for more than 10 days (even if the absensces are not consecutive) she is eligible for tutoring. She has a medical condition that requires her to be out a lot for testing.
