Those familiar with Downtown Manhattan
I am horrible with directions. I think Broadway Ave is a main road in the city.
If I take the subway there from Penn, how long do you estimate it would take? Would it be worth it to take a cab?
I am trying to plan a time specific trip for Dh and we need to get there by 12 noon

Downtown manhattan is a BIG place. Where are you trying to go?
That will also determine if you can take the express or the local train.
FYI, I work all the way downtown- 11 Broadway. From Penn Station to Chambers Street on the express is about 8 minutes.

awww you're cute. it's not Broadway Ave...it's just BROADWAY.
any train should get you to the lowest point in manhattan from Penn within a half hour. even the R/W, which run local.
so I don't think you'd need more time, but I would bet on at least .5 hours.
it could take you longer in a cab, and lord knows it would cost more.

ohh haha. I am an idiot. Its a new sports museum that just opened. I am surprising Dh. Here is what is on the website
The Sports Museum of America is located at 26 Broadway in New York City. The entrance to the museum is on Beaver Street (at the southern end of SmA, between Broadway and Broad Street), steps from the famous "Charging Bull" statue that sits just north of Bowling Green on Broadway in Lower Manhattan.

OMGosh I'm sorry LOL
I was just listing options! all of those trains get you downtown.
the easiest would be the 2/3 to Wall Street if you are hopping on the train in Penn Station.
the Wall Street station is a few short blocks from the musuem (and downtown Tiffany )

I know, i was just trying to get a time estimate on how long that would take. For some reason the museum has strict time guidelines, so you have to get there on time, then you only have 90 min to walk through!

I think you're misunderstanding what the website says. You have to get there on time, but you can walk through until it closes. They stop letting people IN 90 minutes before their closing time.
ETA: This is what the website says.
To maintain the best possible experience for our guests, we have restricted the number of visitors who may enter SmA at one time. Accordingly, all tickets to the Sports Museum of America are date and time specific. Entry times are scheduled every 15 minutes, starting at the top of each hour and ending 90 minutes prior to closing. Guests may enter at any time within the 15-minute period following the time specified on the ticket. If you miss your timed entry, every effort will be made to accommodate you during the next available time slot.
So if you're going on a Saturday the latest you could enter is 7:30 because they close at 9. You can't show up at 8:45 and expect to run through the place in 15 minutes.
