That's not really unusual.
There was a back up offer on the house we are in, just in case the first offer falls through. There is still the case of an engineer, security deposit and contract. If any of these things falls through, then you get your chance. If you really like the house, I would fill out the paperwork and keep looking - you can alway withdraw the offer if you find something better.
I will give them whatever they want, when they accept my offer. I am uncomfortable filling out info on our $$ situation, etc. and giving it to RE agents I dont even know, just in case.
They know where to contact us should it fall through.

I can't remember the name of what they want you to fill out, but it shouldn't ask you financial info. It's just a form saying this is your offer and that you would be willing to put a certain amount down to hold the house.
