i am curious (not judging here at all!!) - why do people drive without seatbelts on?
the law aside, i physically don't feel comfortable in the car unless i have one on.

I'm probably in the minority here, but I hate this law. (But I do wear my seatbelt for my own safety.)
If you're an adult (over 18) and you don't want to wear your seatbelt, you should be able to not wear one without being fined.
Sure, it's stupid not to wear your seatbelt, but so are a lot of things. Why is this governed by the law? By me not wearing a seatbelt, I'm not hurting anyone else.. (unless you are going to say if I go flying out of the car I can land on top of an innocent bystander...)
My mother was in a car accident 20 years ago. If she would have had her seatbelt on, she would have been killed. Luckily she was NOT wearing her seatbelt, and only suffered an injured collarbone and a broken leg.

I always wear mine but I agree. I feel like it should be your choice. You chose to smoke, or make other unhealthy choices too- it's your perogative as an adult.
I feel it really has become a way for the state to make money.

We regulate unsafe behavior for many reasons in many different ways.
If you have the choice not to wear your seatbelt, then everyone else on the road has to assume that risk when they are driving. Your injuries in an accident will likely be more severe and therefore any other driver's liability in an accident would be increased... this means insurance rates would be higher, too.
As for it being a way for the state to make money... well, so what? It's not exactly a harmful law and it's pretty obvious that it's the law. I can't tell you how many "Buckle Up! It's the law" signs I see driving around. It's not something the police are keeping a secret -- so if the state's making money off of people breaking this law, I really don't blame the state. I blame the people who don't follow a pretty straightforward and benign law.
And, FTR, this is coming from someone who's father's life was saved by the fact that he was NOT wearing a seatbelt many years ago. (Though, in fairness to him, this occurred before the seatbelt law went into effect and my father has worn his seatbelt without fail since the day the law went into effect.)
