We started around 18months but it really didn't work because we were doing it wrong. He would get out of the chair, scream etc. and we would give him the attention that he wanted by putting him back in & talking to him. Now we put them in time out, ignore the screams but inform them that they have another minute for screaming.
eta. how come it says Jack is only 1 month old in your profile?

We started time outs with Claire around 14-15 months old mostly when she would bite and pinch. We stand her against whatever wall is closest and tell her 'time out' for about 1-2 minutes. For us it works really well because she stays were we put her until we tell her time out is over. She cries but it is more of an annoyed cry and then we do hugs and reinforce why she got the time out.
