I found an article that says NYS doesn't charge sales tax on clothing & footwear under $110.00 effective 4/1/06 (that's the 4% plus 3/8%). The article also stated that the NYC doesn't at all either but it's up to each jurisdiction to make their own determination.
I cannot for the life of me recall if I have been charged tax on clothing lately.
