My Aunt is an interior designer with Ethan Allen. I know that if you shop there the decorators are complimentary. She was over this weekend giving me painting tips!

The only reason why I know about this is b/c I just wrote a business plan for an interior designer.
An interior decorator and interior designer are 2 different things. An interior designer is licensed by the state and has a specfic education and has passed certain state tests to be able to use the designer title. Interior decorators can be anyone.
Interior designers charge 3 ways: 1) per project- they give you an overall fee that you pay for a specific scope of work (this isn't very popular). 2) hourly + % on purchases- designers receive an hourly rate plus 10-20% on purchases made for the project. 3) hourly only with direct billing on purchases. The designer i know bills $120 an hour.
