No, you would have to be laid off. You can't quit and then collect unemployment.

Honestly anything is possible.
We have had people in the past, who quit willingly and only worked as little as 2 weeks, and they got unemployment. Even if the employer fights it, its possible. Its not guaranteed, but i have seen it happen

maybe they got fired from the job they had before?

Depends on why you leave...hostile work environment, harassment, etc...you MAY be able to collect unemployment but you will have to prove cause.

This is the dilemma I am having.
I need to reduce my work hours to fit in more school hours to be able to graduate in May.
Work is not willing to work with me so I have applied to a thousand places and have received no call backs.
I was hoping someone would say yes but from reading the NYS website voluntarily leaving would not qualify me.
I am probably the only person in the world who wants to be laid off and my employer won't let me go!

It is possible to get unemployment if you quit, the man I spoke to said it has happened but it goes by a case by case basis

When you file for unemployment, they will ask you why you left your job.
Then, they ask the company to confirm your wages and why you left your job.
They can and will disqualify you for voluntarily leaving your position. Especially in this economy, I have noticed they are cracking down.
THAT BEING SAID:
Many people who have resigned do end up collecting. Some people choose to provide false information to unemployment - i.e. they were fired, laid off, etc. It is up to the company to prove otherwise. If the company does not respond to (or never receives) the notice, they automatically take your side of the story and make a decision based on that.
