Update: My friend took in a stray and is trying to find it a home
My friend's e-mail:
"I WAS BUYING FOOD FOR MY KIDS IN A GROCERY STORE THIS MORNING AND A DOG WALKED IN. A STRAY DOG. I DON'T KNOW WHAT TYPE OF BREED IT IS. IT LOOKS LIKE A PITBULL. I DIDN'T HAVE THE HEART TO LEAVE THE DOG IN THE STREET. MY KIDS KEPT LOOKING AT ME WITH TEARS IN THEIR EYES. I COULDN'T JUST WALK AWAY. I CALLED BOBBI AND THE STRAYS BUT SHE HAS NO ROOM FOR THE DOG. I TOOK THE DOG TO MY SISTER'S HOUSE BUT WE HAVE 1 DOG AND 2 CATS ALREADY SO WE DON'T HAVE ROOM FOR THE DOG. I NEED HELP FINDING THE OWNER OR SOMEONE INTERESTED IN PROVIDING A FOSTER HOME FOR THE DOG UNTIL WE FIND THE OWNER. I DON'T WANT TO TAKE IT TO A SHELTER BECAUSE THEY USUALLY ARE PUT TO SLEEP AFTER 3 DAYS. :( I AM NOT AN ANIMAL CRAZY PERSON, BUT I HAVE RESPECT FOR ALL LIVING CREATURES. IF SOMEONE IS INTERESTED IN HELPING... OR SOMEONE YOU KNOW CAN FOSTER THE DOG PLEASE CALL ME. I FOUND THE DOG IN THE CORNER OF JAMAICA AVENUE AND 102ND STREET... PLEASE HELP"
Update from my friend's e-mail: After careful consideration and inquires, consulting with my family, I found a very lovely couple to take the dog in. Funny thing is that (browny) went with them like she has known them forever. :) I am happy for her and for us. we didn't have it in our hearts to take her to a shelter, but we couldnt keep her. Just to think that her days were counted had she gone to the shelter made me feel so sad... I couldn't even enjoy my food, stessing over browny. (those who personaly know me, know, how much i enjoy my food, lol). Anywho, I am happy and what is better, I know browny will be happy too. Image Attachment(s):

She can try sending that picture to the local shelters, maybe people are looking for him.

i found a stray last december and was faced with the same issues.
first i called the local shelters to report a found dog, in case anyone had been looking for him. i also brought him to the vet so they could scan him for a microchip, but had no luck.
after five days the owner's rights were relinquished and i could find the dog a new home (5 days is the time limit where i live, but it may be different where you live).
to find the dog a home i contacted breed rescue organizations and independent rescuers first, and when i couldn't find any rescuers with room (it was close to the holidays, which is apparently one of the busiest times) then i tried no-kill shelters. luckily, one of my colleagues decided to adopt the dog so i didn't have to bring it to a shelter. but anyway, that's the course of action i would recommend.
your friend did a very noble thing!! she likely saved that dog's life best of luck.

In addition to alex's excellent advice, I would go to a vet or shelter just to have the dog scanned for a microchip.
