my brother is in the navy and is based in norfolk. i've been down to virginia beach once while visiting him.
DO NOT stay at the howard johnson. it's cheap and right on the beach, my dad booked it. it was gross.
we ate at rockfish each time we visited my brother whether or not we stayed in virginia beach. it's right on the boardwalk and very good. great prices too.

DH and I stayed in a Marriott Courtyard right on the beach. It was beautiful. They had a pool with a waterfall and a tiki bar that served frosty drinks! Also, it seemed centrally located.
We only stayed there one night as we were en route to the outer banks so this was just merely a lay over to rest; but we did stay an entire day.

There's a boardwalk and a small carnival type place, also a waterpark. They recently built a huge hotel right as you get on Atlantic. There's a long strip of just souvenir shops and old time photo booths. There's a great seafood place at rudy's inlet - but I'm completely blanking on the name.
Beach can get very crowded as you get closer to the boardwalk. The Cavalier and Ramada are closer to the private/rental homes so it's much more private.
It's been a few years since I went, so my memory is a bit shady, but I went almost every summer from 7-18 and loved it (grandpa owned a condo right next to The Cavalier).
I'm staying at the Holiday Inn in June - I'll let you know how it was :)

VA Beach is one of my favorite places growing up as my grandparents moved down there when i was 4 and lived there until my grandma died in 2005.
I am not big on knowledge regarding hotels, but the boardwalk there is great and you can walk up and down Atlantic and Pacific to do shopping. Also in the middle is a amphitheater that has some good music. I was there one time with DH and it was Elvis weekend...too funny.
Also there is a water park there - I think called Ocean Breeze. That is fun no matter what age you are. You should also go to the State Park that you will pass on your way to the Ocean Shore...they have great hiking and bicycling trails.
They print up these catalogs that have tons of things to do there. And there are a ton of really nice restaurants along the strip and bars too.
You will have a great time no matter what.
