so hard to recommend just one brand..every brand has their awesome products...
Ulta now has some higher end makeup in the store..brands like Urban Decay, Smashbox, and Stila... and they have testers out of everything..
I would also definitely go to the MAC counter and look around..and of course Sephora
these places can give you lessons, but honestly YouTube is the best for makeup tutorials... there are tons of them and they can also give you ideas on what to buy..
My personal recommendation; The original Naked palette from urban decay...it consists of neutral eyeshadows in beautiful colors with endless possibilities for wearing them...hth...happy shopping!

Well depending on what you are willing to spend, the person who did my makeup for my wedding is actually a celebrity makeup artist and she does makeup lessons. She could teach you techniques that would work well for your face, the right colors.. etc etc.. I did it last year as a 'pick me up' and thought it was so much fun!!! She spent a ton of time with me and even met me at Sephora a few weeks later to help me pick some good products (didn't even charge me for that!)
For the lesson, I brought my makeup to her and she showed me how to use it better.. recommended new products .. and also has her own product line, but did NOT push me AT ALL to buy from her line. She did offer me a discount on them though!!
FM if you want details
ETA: The makeup lesson was $150... .but I thought it was a well spent treat!!

Re: want to buy some new makeup- not the drugstore kind- and want to get some makep lessons/tips
I buy most of my makeup from Sephora and MAC now. I refuse to buy MAC foundation or powder, it looks like spackle. I do, however, love their eyeshadows and their brow gel, and their lipsticks and lipglasses are great.
I had my makeup done at MAC once and while my eyes looked fantastic the rest of my face looked so orangey and overly made-up. Kind of like the girls who work there
At Sephora I buy my eyeliner - Urban Decay - and my blush - NARS for powder blush and Smashbox for cream blush. I am still looking for a good mascara but I do like Buxom so far. I also use Smashbox tinted moisturizer in the winter.
The only makeup I buy in a drugstore is my mineral powder foundation, Physicians Formula. I have never found anything as good, and I need powder foundation during the summer because my skin is so oily.
I have also had some things tested on my face at Sephora but sadly I don't find the employees there to be overly knowledgable about the makeup unless they are there promoting one specific brand.

I agree!! I have asked questions about products and they end up walking around reading labels off the boxes for me. I could do that myself! I have bought some products from their over the years that I love, but mostly its been trial and error.. and looking up reviews. I wish they were more helpful.
