what do you use to determine that a school district is good?
I know newsday has a few sites that rank ceartin things but what exactly should i be looking for to know that the school district is good?

It depends on what you want for DC. A big district, with a high-ranking sports team is great for star athletes, but if DC is just average, they may never play on a team. If DC needs Special Education needs, a district with those resources is much better than a school without those resources, but does well on nationalized testing scores. If DC would do better with a much smaller school, and much smaller classes, they may not have as many extra-curricular activities.

Totally agree that one person's "good" is another person's "not so good" -- depends on your criteria.
Newsday's rankings and stats tend to be very specific (test results for a specific grade, etc.). But if you want to know academic info (% of kids who pass a certain regents exam, % of kids who go on to college, etc.), they can be useful.
Other sites you may want to look at are www.greatschools.org or www.schooldigger.com. They give info on enrollment, student-teacher ratio, performance on tests at a specific school v. statewide performance, and they "rank" the school (out of 5 stars). On greatschools.org, I've seen reviews from parents of children in the schools.
The school district websites and individual school websites themselves also give good information on programs offered (inc. things like before and after school care), activities, curriculum, facilities, etc.
