Small in budget or small in size for ease of shipping?
Some things that I've put on DS' 1st b'day "wish list"...
Wooden puzzles
Bubbles (there's a gazzillion bubble machine that's just awesome!)
DS (I) can never have too many books!
There are small (in size and price) sets like little people or mega bloks.
Chunky cars for pushing and rolling. Not many trucks and cars are aged for 12-18 months but there are some rubbery ones, I think called Chucks by FP or Tonka.
Shovel and pail, beach toys. TRU (and other stores) always have inexpensive sets in mesh bags.
Simple playground ball or first kid size soccer ball. DS loves balls now and I'm sure he'll never have enough.

This is my DD's favorite thing to play with...
Melissa & Dougs ABC Nesting blocks...I think Kohls may even sell them
