I don't know a good time, but I can tell you that March is their "rainy" season.

Not sure, I heard September is good, but I could be wrong. We were there a week ago and the weather was beautiful.

I lived there for a long time. I would say September is the best month, but April is pretty good too. Summer is foggy and cold in the city itself, but it is hot and sunny if you are going to the surrounding areas, like Napa, or Monterey & Carmel.
Stay away from January and February. It rains a lot.

We went in July last year. It was chilly in the mornings and evenings, but otherwise it was nice. It didn't rain really.
