Is 11 weeks too early to turn Julia around in the Baby Bjorn?

Is 11 weeks too early to turn Julia around in the Baby Bjorn?
She likes it so much better facing out, but I'm worried she's too little. When did you turn your baby around?

My son has been turned around since 9 weeks, I think it has to do with weight rather tha age, I think as soon as they hit 11 lbs.

It also has to do with head control. When the baby faces you the head is supported by your body in front and the baby bjorn in back. When the baby faces out there is nothing in front of the head -- so if the baby can't hold up his/her head well, there would be a whole lot of bouncing around.
