I *think* it is actually safer than hair dye because it doesn't touch the roots. Just be sure to be in a well ventilated area

I was told that highlights are fine ... in fact I had even read they some doctors think highlights are ok to have done in the 1st trimester, since the chemicals do not usually touch your scalp like regular permanent color does
So I'm sure in your 2nd tri, you are safe to do your 'lites'

I highlighted my hair every five-six weeks from the moment I found out I was PG. I asked my doc and he said that it was totally fine...
It ain't easy being a blonde...

Yes, highlightes are fine ( they suggest making an early morning apt so there isnt alot of smell in the place)
and also non permanent dye is ok too

Or gray  my Dr. said it was perfectly safe.
