Re: What size clothing for 14 month old--
You really have to find out the weight of the child. My neice is 22 months and is only 2 years or 2T, she is small for her age. My friends kid is 15 months and wears a size 3T/4T. He weighs 35 pounds, and is tall.
My nephew is 8months and in 18-24 months. Which is a little big for him. He is 24 pounds. An average 14month old is probably in these two sizes 18/24 months 27-30lbs child 2T/30-33Lbs This is according to the gap clothes I bought.

Unless the baby is really big or really small I would buy 12-18 months for winter clothes and 18-24 months for spring clothes.

My daughter is 14 months and wears 18-24 months. I would actually say that that would be a "safer" size for an 14 month old then 12-18 months. I dn't know many babies that are around that age that are still in 12-18 months, and you also want the baby to be able to wear it 3 months from now --- in the later part of the winter.
