Whats the ins and outs to become an accountant?
Is it a 2 year program? Or is there some other programs out there? TIA

Well it depends on what you mean by accountant. There are strick requirements to become a cpa and not much to do taxes. Then there is all the inbetween working in an accounting department which then like anything, the more education the better but not required.

To become a CPA, you need a 4 year degree (and after 2009 in NY, a masters degree/ 150 hours of schooling total). Then you need a certain number of years experience + passing the CPA exam.
As the OP said, to work in an "accounting" role you (a/p. a/r, etc.) could need anything from a high school diploma to a 4 year degree. It depends on what you are looking to accomplish in your career, etc.
