The "city" to me is Manhattan.
Technically it could be any of the five boroughs since they are all considered "New York City".
If I'm going to one of the other boroughs I refer to it by the Bronx, Staten Island, Queen & Brooklyn.

'the city' is manhattan
if your saying your driving through the city it usually means your taking a bridge or tunnel and driving through it. driving throung queens is not the same as driving through manhattan. you can drive around the city, but you'll still drive through a borough.

Manhattan. Only people who are not from New York would think the "city" could mean any of the five boroughs. When I lived in Brooklyn and Queens, I referred to Manhattan as the "city".

i grew up in Brooklyn and would always say that i was going to the city when i was going to manhattan
