You did not hear it from me, but when I hear "cheap" I think free. Try Limewire or Pirate Bay, they should have cracks too.

This is what I'd recommend. You're never going to use the full functionality of Photoshop. Elements has everything an average person would need.
Or, you could get GIMP for free. Just google it.

GIMP
It's a free Photoshop-like tool that I've been mentioning on here a lot. I've been using it for years. I used to have Photoshop, but GIMP does everything I've ever needed to do, and more. It's totally free (legally). I do a lot of mid-level editing. Removing facial blemishes, stray hairs, layering photos together, coloring photos, removing shadows or glare, etc.
