I can't tell you specifically where since I don't live in NY, but I just opened up the phone book and found a guy that sharpens knives. I just drop my knives off at his house and he charges like $4 per knife.

If you have a good old fashioned Mom and Pop hardware store near you they might do it. Check your little Yellow Pages book for your local area.
Unfortunately, Home Depot put a lot of them out of business.
