Who do you make a formal complaint to about a bank?
My parents are having a very difficult time with the bank that holds their HELOC. They've paid it off and the bank has not sent them the necessary paperwork and keep saying you'll have it by Fri. This has been going on for about 6 weeks. Who do they complain to? Is it the BBB or someone else? TIA!

The New York State Banking Deparment..
google them you can file your complaint on-line or by mail..
The banks really respond to this..
