If I were the dog owner, I wouldn't call the cops. I'd throw her in front of an effing truck.
ETA: I know they didn't call the cops, they just were passing by and saw it. Bananas.

I was just thinking this!!! I have a small dog too and the thought of anyone hurting him makes me blind with rage. It's bad enough I think he was abused before he came into our lives. People who do anything to animals are subhuman in my eye.
