Would a general contractor know if......
We could move/remove beams from our second floor to cathedral the ceilings or would I need to call someone else?

You may need an architect to tell you what the codes are, but a GC might be able to give you an educated guess depending on his skills and knowledge level.

I would think a contractor would be able to see whether they think its a load bearing wall and whether you would be able to shift the weight around if you changed the ceiling beams.

Most relocations they would be able to do. Some of the more complicated things might need an architect. I'm sure the Town will let you know if it needs an architect to sign off and/or design the remodel for you.
I would think that "cathederaling" a ceiling would be fairly common, and a GC should be able to give accurate info on it.
