Would you apply for a credit card if you received an offer with a "reservation number" instead of a pre-approved offer?

Would you apply for a credit card if you received an offer with a "reservation number" instead of a pre-approved offer?
I've recently received 2 requests from a reputable company who have offered low APR's w/no annual fee but I have to apply? If they want me so bad why not Pre-approve?
Seriously though..is that better or worse than getting a pre-approved and would you apply?
I'm afraid I'll get turned down but am soooooooooooooo tempted.
HELP!

Even if you're preapproved doesn't mean you're going to get the offer they send you. They still have to run a full credit check and may or may not approve you based on that.
I know people with HORRID credit who get preapprovals all the time for low interest rates... and they'd NEVER actually get the card in the end.
In the grand scheme of things, a reservation number and a pre-approval are about equal probably...
