WASHINGTON -- A man sitting in a pickup truck outside the Library of Congress told police on Thursday that he had a bomb, prompting a massive law enforcement response to determine whether it was an operable explosive device, people briefed on the matter said.
"My negotiators are hard at work trying to bring a peaceful resolution to this incident," said Charlie Patterson, special agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Washington Field Division.
The truck had no license plates, and when law enforcement noticed it in the morning, authorities reported a possible bomb threat over police radios. Investigators were trying to determine whether the man was holding a detonator. They were communicating with him as he wrote notes and showed them to police from inside the truck, according to three people were not authorized to publicly discuss the matter and spoke on condition of anonymity.
Police sent snipers to the area near the Capitol and Supreme Court and evacuated multiple buildings on the sprawling Capitol complex. Congress is in recess this week, but staffers were seen calmly walking out of the area at the direction of authorities. ...

Shumer said the guy has multiple propane tanks and a detonator. All Supreme Court and library of Congress employees have been evacuated. Also suspected bomb at Times Square tots booth

All of the civilians have been evacuated from the vicinity, but there are a lot of LEOs in the area. His ex-wife identified him, but they haven't released his name yet.

A man with a history of supporting former President Donald Trump and who has said "all Democrats need to step down" was arrested Thursday after an hours-long standoff near the US Capitol during which he claimed to have an explosive device.

It amazes me how upset Americans get for Taliban gaining control of Afghanistan yet we condone things like this or what took place on Jan 6th, which are still considered terrorism right here on our own soil. Talk about hypocrisy.
