If I’m in a small meeting, I put on my camera. I think it is weird to not turn on your camera for a one on one meeting. At that point, just do a regular phone call.
We use Webex meetings(which is pretty much zoom, just more expensive and professional)rather than phone calls because often we have to share our screens...reports, spreadsheets, etc.
We use teams so even regular phone calls are done through our computers and can be video calls.
Same with webex. But I set it up so all calls to my work number Forward to my cell phone so i don't have to be tied to my computer to get calls

Yes - I have the Teams app so I can get calls on my cell too.

Re: Zoom etiquette?
I am an old fart and I don't care about cameras on or off. I work completely remote and there are so many meetings, I actually get camera fatigue. I don't want to be staring blankly in to a camera while others are presenting or sharing their screen.
For my 1-1s with my team, I will leave my camera on when the meeting starts but tell them its up to them if they want to be on vid or not. I will follow their lead, as I see 1-1s as their meetings.

Re: Zoom etiquette?
My camera is always off. I don't care who is on the call or why. If you want to see me in person then come to the office.
