If it were me, I would run.  Yikes, that's scary. What's to stop this idiot from barging in there when you live there! 
Was the engineer able to complete his inspection?

OMG! that's terrible. that would have freaked me out too.
if you really want the house, you should pursue it. clearly the current owner has personal issues. but that shouldn't get in the way of your decision IMO. I hope you get compensated for the inspection

We were in contract with a guy that was a drinker & a stoner. It did not go very well. Anytime we had to do anything with the house he'd either flake out & waste our time, or he'd accuse us if trying to rip him off (by forgetting what he agreed to in the original contract). Eventually he tried to move the close date from June to October, which was not happening since our lease was up in June. Finally we had to retract & cancel the contract.
The biggest problem was that he was selling the house himself AND trying to represent himself legally. It was a mess. I feel has he been working through a real estate agent it might have been easier, but either way it was not an optimal situation to try and buy a house.

Seriously though, if you love the house you shouldn't let him stop you.
