wow, i am so sorry that you are dealing with this
i can think of two options - you can make an anonymous report to the ASPCA, and they can come and remove the animals from the home. i guess they would then be put up for adoption, and you could take them at that point.
the other thing you could do is speak to the family members of the abused animals, and see if they will let you take them.
i believe that one of my dogs was abused. i don't know for sure because she was a stray, but it took a LONG time for her to trust us, and for a good while she cowered away from our hands, the broom, pans, and other basic household things. she is not aggressive at all, but she is very cautious and basically is suspicious of most people besides myself, DH, and some close family members. i think that whether a dog becomes aggressive after abuse depends on its basic temperament - some do, but many don't.

I would talk to the family, and if they will let you take the dog play with him/her and see how it reacts to you. You are going to get a sense right away if the dog has turned agressive from the abuse, especially if it's in it's own home. Good luck to you
