eye cream question

where exactly are you supposed to apply the eyecream? under the eye, like where the bags/black circles would be or do you apply up to the lash line?

a pretty dumb question!

i apply over the circles and bags and try to go close to the eye lash line but not too close cause then it bothers my eyes, but i have sensitive eyes, i also go around the side of my eyes where you would have crow's feet
