You can use Adobe Acrobat which you can download from their website...

to create a PDF, you need Adobe Acrobate or a program that can save as PDF (say microsoft office witgh a plug in)
Adobe Reader (which is free) only allows you to view pdf files
try a google search on create pdf files to see what other options are avaiable to you

Not giving specific recommendations or endorsements, but I've been using PDF995 for years. Works better than Adobe Acrobat Professional sometimes.  We have some engineers that use the Acrobat Pro (over $300), and it "loses" some of the information.... the free tool shows everything.
