No they are different. A shallot is more a cross between garlic and an onion; not quite as oniony as a scallion.

shallots look like lime-sized onions... you can tell you've got the right thing if it looks like an onion bulb, but some of them appear to have bulbs naturally split down the middle (sort of like 2 half bulbs glued together) don't know why, but a lot of shallots grow that way
oh, and they're also more $$ than onions... usually closer to $3/ lb
