she does not HAVE to give you a recommendation if she wants to be a *****, let her
the only thing she can say if a potential employer contacts her is if you worked there and for how long - at least by law that is all she is alllowed to say

I would def ask to meet with HR and take a see if you can make copies of whats in your folder..... never know what she may say and atleast that way you have evidence to disprove what she says.
Its really unfortunate that this employer has already told you they wont give you a good recommendation because you've decided that the position is no longer a good fit, however, it happens.
My last employer was the same way. Not sure if he's given me any good recommendations to date, but he has the same type of mentality when employees leave as your soon to be ex employer.
