I graduated with 12 credits above my MA degree. I needed to take 12 extra credits to graduate in th eprogram. I was wondering if anyone knows if I could use those credits towards my +30.

I would think so.
When I taught in NYC, I had additional credits above my masters. NYC DOE required that I get a letter from my school's registrar that stated how many credits my program required and how many credits I had above that number. It was a pretty quick process. HTH

I would assume with the NY DOE.
One district counted anything over 30 credits! so I was able to use 12 as my +30 My current does not and I ate those 6 extra credits :(
