Time Out!!!! -- Success
So, I just had my very first time out success! 
I took some of the suggestions from my other thread. And placed him against the wall and put his hands up. Told him to stay there until I said he was done. And he did! Then I explained that it is naughty to pour your whole bottle of water on mommy's just cleaned three loads of laundry And, it's especially naughty to laugh and continue to do so when I scream STOP!
He was so cute I had to go into the other room and laugh while he was 'in position'

He just turned 2. It's never worked before, but this time it did. When he tried to move, I just directed him back and didn't say a word.
I'm not happy I had to do the time out, just happy it worked.  He was standing there humming
