can anyone help me recreate this?
I know how I am going to do the characters, but am not sure about the ruffles and how to put it all together. Any suggestions? TIA!

looks like crumpled up tissue paper which you can stick into styrofoam! The head can also be glued to a styrofoam base

it looks like those foam sheets that you can buy at AC Moore or michaels, plus colored tissue paper.

Thanks ladies! I found some good foam bases at dollar tree and will be sticking squares of tissue paper in with straight pins. Hopefully they will look as good as these!

Here is what I was able to do with the example I found online.... and the best part is.... all parts came from Dollar Tree (except for the images which I printed on a color laser printer).
oh... and I added balloons for DS's birthday. They looked so cute on the tables.
