the city one? Yeah, they have to try and place the teachers that they are already paying (the ATR). Plus they are still hiring from TFA and fellows pools.

yes...
my husband is a teaching fellow and they are not taking any new fellows for this coming school year and are not accepting anyone new into the system so they can place people that are ATR's.
