I dont think it's ok to make it mandatory. It may conflict with people's beliefs and budgets.
Agreed.
I also think a "mandatory" secret santa is ridiculous.

nothing lilfts your holiday spirit by being forced to buy a $10 present for the weirdo in the supply room. 
no, it could not be mandatory in my office. ever. people could sue over something like that.

We do SS at my job every year. There are about 35-40 of us total and I get to be the lucky person that runs it. We don't really ask anyone if they want to participate, and in all the years we've done it only one person has not participated because of their beliefs. Some people have mentioned that they wish we didn't do it anymore, but no one has said they didn't want to do it, kwim?
So it's not mandatory here, but everyone does participate.

I don't think it should or could be mandatory but it seems a lot of offices automatically put your name in and someone pulls it before its too late. I guess if you don't want to be in it in these cases, you;d need to make it known in advance otherwise now, you would have to track down who has your name and somehow get it back and give them a different name but now everyone has names already so its hard. its messy..
