They are suppose to but it seems to me like the bigger agencies just continue to add resumes to their database with very little intention of calling you back unless you have previously worked for them.
I would try to focus on applying to some of the smaller agencies. They seem to be on a more personal level as opposed to some of the bigger ones, ie. Robert Half, Office Team, Ajilon, etc.

Oh yeah, the one i signed up with had a job for me... yeah, right. Somehow that job went away and they never got back to be about any more jobs. Very disappointing, esp. since I have had great luck w/temo agencies in the past.
