If he only gets speech therapy the district would go through an agency who would find a speech therapist for him. The therapist would call you to set up a schedule for therapy. The therapist would come to wherever he will be ie/ your house, grandma's, babysitter, daycare/preschool..... If you don't want the therapsit to come to him, you can bring your son to a pediatric clinic for speech such as Kids First Evaluation and Advocacy Center, Tender Age PT, Kids in Action, Kidz Therapy etc..... I doubt the district would pay for him to attend a special ed preschool if he only needs speech services.

IF the speech delay is severe enough that it is leading to behavior issues (frustration, etc) you might be able to argue for a therapeutic preschool setting (if that is what you want), where all the issues can be addressed. However, most districts would first have your DC receive speech as a related service - have someone come to your house, or have you come to them however many times per week.
