Is it a musty smell? That happened with one of my sweaters once - I packed it before it thoroughly dried.
If that's the case THIS might help.

I throw them in the dryer on low for 5 mins with a few other things just to shake the water the out, but its not enought time to shrink them
then I hang them in a very dry area on a drying rack.

I have a dehumidifier next to my drying rack so it takes the dampness out of all of the clothes. Are you drying the shorts in a damp basement? If yes bring them to a room upstairs to dry if that is not an option iron them with the steam off. The heat from the iron will get all of the moisture out of them.

They could be a thicker fabric or for some reason absorb more water.
Can you put a fan on the drying clothes, it will make them dry much faster and then it shouldn't smell musty.
You may need to wash them on hot or dry them once to get rid of that smell. there could be some mildew on them that just keeps coming back, once time shouldn't shrink them too much.
